Running questions and trouble

The engine won't start - sympthoms:
- Fuel pump is running
- Injectors (batch) are injecting once after powering up
- during cranking the engine won't start (no injection)
- After several attempts of powering up, enough fuel is injected to let the engine roughly run for a few seconds (ignition is working).
- scope readings show that there is ignition every 360 crank degrees.
Questions:
- I want to run batch injection, is this correct then?
h[0] = h[0]=0F 00 00 00 00 00 00 00
- ignition wasted spark, ignition every 360 deg., should be 180 deg. isn't it?
