If the solenoid wants a fixed frequency signal, the same approach can be used as in boostcontrol.c. Otherwise it's even easier: softpwm.c. Just be sure to configure overrun fuelcut to prevent engine from overrevving when TPS is near 0% (<iac_tps_thres) and the electronic throttle is opened more than it should (for some reason, eg. during development, or broken wires).
